Ray Morgan
Ray Morgan

Ray Morgan has had a career in the public sector for over 30 years. He is a member of the Chartered Institute of Public Finance and Accountancy and was appointed Chief Executive of Woking Borough Council in April 2008.

Ray joined Woking Borough Council as Director of Finance in 1989 and since that time has championed many key initiatives and been instrumental in the development of many of the authority’s key strategies namely: Asset Management; Equalities and Diversity; Implementation of Electronic Government; Partnership Development; and Waste Management and the Council’s Climate Change Strategy. Ray is also Director of the Thameswey Group of Companies producing both energy and housing projects.

 

Ray was appointed as a Board Member of the Zero Carbon Hub Board in 2008 to represent Local Government interests. 

Rob Pannell
Rob Pannell

Rob Pannell is the Managing Director of the Zero Carbon Hub, a role to which he brings a wide range of knowledge regarding sustainability, innovations, technology prototypes, trials and solutions. This knowledge is a crucial asset for both the Hub and government, with Rob working closely with ministers and senior civil servants to advise on zero carbon policy and the 2016 target.

Prior to joining the Zero Carbon Hub, Rob was a senior figure in the construction industry with over 35 years of experience with Taylor Wimpey UK Ltd. where he held a series of senior level roles, most recently as UK Director of Production (construction and design). Within this position Rob investigated and established a cost base and technical compliance of practical renewable energy and building fabric solutions to meet the various UK government policies.

Tom Dollard
Tom Dollard

In his role as Head of Sustainable Design, Tom works across the practice to ensure practical, sustainable and energy efficient design.

Tom represents PTE at industry events such as the UK Passivhaus conference, Ecobuild, and UK Green Building Council (UKGBC) talks. In 2013 he was voted one of Building Magazine’s rising stars in sustainability, and a rising star by the UKGBC. He is on the steering group for the Green Register of Construction Professionals and has been instrumental in setting up their Bitesize Training sessions. He has contributed towards various Zero Carbon Hub projects, most recently the ‘Design versus As-Built Performance Gap’ report to the Government.

Rajat Gupta
Rajat Gupta

Rajat Gupta is Professor of Sustainable Architecture and Climate Change, Director of the multi-disciplinary Oxford Institute for Sustainable Development (OISD) and Low Carbon Building Research Group at Oxford Brookes University. He is recipient of the inaugural 2006 RIBA President’s award for outstanding research related to DECoRuM carbon counting model. In 2013 Rajat was voted as one of 13 international building science stars. Rajat’s research interests lie in evaluating building performance of domestic and non-domestic buildings using building diagnostics, monitoring and social science methods. Since 2010, Rajat has been an Innovate UK (IUK) accredited building performance evaluator on the £8m national building performance evaluation (BPE) programme. As Principal Investigator, he has won over £7 million in research grants from ESRC, EPSRC, EU, IUK, World Bank, UNEP, RICS and British Council. Rajat has also been lead academic on numerous IUK funded projects under the Retrofit for the Future, Building Performance Evaluation, Design for Future Climate, Invest in Innovate Refurbishment competitions, with extensive industry collaboration. Presently Rajat is lead on a Joseph Rowntree Foundation funded research project on assessing overheating risk in care and extra-care homes. Rajat has published over 150 research based publications and advises government at senior level and is on the boards of several key organisations and task groups.

John O'Brien
John O'Brien

John is chair of constructing excellence’s FM and Asset optimisation task group and Managing Director of LCMB. Before founding LCMB a consultancy that helps client’s reduce their building operating costs, energy use and carbon emissions, John worked in general and specialist contracting for more than 20 years. During this time John held role ranging from Project Manager to main Board Director so he really understands the built asset landscape. John holds a degree in engineering and a master degree in business and is passionate about delivering great value from the built environment and construction projects.
