Rob Pannell

Rob Pannell is the Managing Director of the Zero Carbon Hub, a role to which he brings a wide range of knowledge regarding sustainability, innovations, technology prototypes, trials and solutions. This knowledge is a crucial asset for both the Hub and government, with Rob working closely with ministers and senior civil servants to advise on zero carbon policy and the 2016 target.

Prior to joining the Zero Carbon Hub, Rob was a senior figure in the construction industry with over 35 years of experience with Taylor Wimpey UK Ltd. where he held a series of senior level roles, most recently as UK Director of Production (construction and design). Within this position Rob investigated and established a cost base and technical compliance of practical renewable energy and building fabric solutions to meet the various UK government policies.

Mat Colmer
Mat Colmer

Lead Technologist for Built Environment

Mat is a specialist in building performance assessment research and has spent the last 8 years leading large-scale projects that investigate the performance of buildings and their systems.

Since May 2011 Mat has been working with Innovate UK within the Built Environment team. Mat’s specific responsibility is for the £8m Building Performance Evaluation (BPE) programme, which is assembling a substantial body of data for many building types and drawing conclusions on strategies to achieve desired performance.

Prior to being with Innovate UK, Mat was Head of Technology at the Energy Saving Trust leading on the their housing and technology field trial activities, including managing the delivery of the Retrofit for the Future programme on behalf of Innovate UK.

Mat has a Masters in Environmental Technology from Imperial College London and is an active member of many industry working groups where he uses his wide knowledge of issues relating to the performance gap to inform and affect change. His interests in the root causes of poor performance in buildings and associated challenges to sustainability come from over 15 years of working in the built environment sector.

Joseph Birt
Joseph Birt

Joseph Birt is a practicing Building Control Surveyor with more than 20 years experience in Local Authority Building Control, including 10 years as the ‘Specialist Support Officer’ to the Councils in the South Eastern Group area.

He has completed 6 years on the ‘Building Regulatory Advisory Committee’ and has recently been appointed by the DoE Minister to the “Historic Building Council”.

He is currently the Chairman of the North Ireland branch of the “Chartered Association of Building Engineers” and was the past Chairman of the “Northern Ireland Fire Safety Panel”.  He is also the Chair of the 'East Border Region Energy Steering Group’  who has secured in access of 1M euro of european funding, for research into sustainability and energy efficiency in existing buildings.
