It is important to reduce both the emissions produces by the existing housing stock and the emissions from new builds. The existing housing stock can reduce its emissions through retrofit and new housing stock through improvements in building regulations.

The zero carbon policy is a forward looking ambition. The impact from 2016 will be that every new home will contribute zero carbon emissions from regulated energy, to the overall emissions produced by the residential sector. The existing housing stock will gradually be replaced by new build, resulting in long-term carbon emission reductions and a more sustainable future.
