What happens when there is no global plan?

One of the outcomes of the Paris COP21 conference is that a global agreement on achieving zero emissions needs to happen as ‘soon as possible’ and the need to have a ‘net zero emissions’ during the second half of the century is essential. However, there is no global plan about how this will actually be done, and national policies, including that of the UK, are still to be aligned with these challenging objectives.

These may seem like odd questions to ask on a cold, January day, but the housebuilding industry was invited to answer such questions in a survey carried out by the Zero Carbon Hub and Sustainable Homes in 2014..
